Is it allowed to create a classified ad site on blogger?

Hello. I would be interested in knowing if it's allowed to make a classified ad site or something like a classified ad site on blogger. I will not be profiting from that. I just figured since there is no nationwide classified site for Canada. I could make one on blogger, because I can't afford to pay any hosting elsewhere. And making a nationwide seems interesting.
