Unable to change Blogger URL?

So, I have my blog since January, and I was able to change my URL perfectly fine. I changed it a few times as I didn't know what I wanted my blog to be called. But up until about 2 or 3 months ago I'm unable to change it? It doesn't even give me the option to. I attached a screenshot below. You're supposed to have an option to change your blog address under the Publishing area, but it only gives me the option to set up my own registered URL, which I don't have. I have googled how to fix this but all the answers are the same, (clear your caches and cookies), which I did mulitple times. Nothing has worked so far. Maybe its a setting I accidentally changed?
