(403) Rate Limit Exceeded error in google api

Hi, Was trying to migrate my blog from an old wordpress version to blogger, been at it for about a week already because the import function of Blogger can't comprehend the export format of wordpress. Then I tried doing it by using the Google API and I ran into the (403) Rate Limit Exceeded error. Reading the Blogger Developer Group I found that blogger has a 50 a day limit and I guess I hit that during code testing or it might be because I forgot to set a sleep timeout on my code so that it won't look like I'm hammering the site. The problem I'm getting is that even if I try to post using the regular blogger interface I have to enter a CAPTCHA code so I'm assuming that that's the reason why when I use the Google API I still hit the 403 error. Is there a way for the CAPTCHA to go away? I've waited for a day already and I'm still getting that error message. Is there a longer wait period or does Blogger consider my account as a spamming account already so I have to look for another means of hosting?
