can't add custom domain to new Blogger Account after previous blogger account deletion

Recently my blogger account was deleted due to T&C (i don't know why?). On one blog i added custom domain. But due to deletion of account now i can't add domain on blogger again. I tried every trick. On some site i notice that this problem can fix by go to this address: https://admin.google.com/bloggershapes.com/accountchooser But i can't access this....
