How long of a wait to get approved for blogger api?

Hello, 

I am working on a site, and the only thing holding me back is the approval 
from google to use the blogger api.  How are other apis, such as contacts, 
activate instantly with just accepting a terms, while this one, I have no 
idea when it will be approved?  I filled out the form but received no 
tracking number.  Does this automatically get approved or at least get 
approved faster if I sign up for that cloud service they are attempting to 
get people to pay for or at least put in cc info for a trial for that?  I 
don't mind signing up for a service and paying, I'm just in a bind for time.

I filled out the form once, but clicked no to group membership field 
because I was not a member of this group, but now I am and filled out the 
form again.  Will this make it take longer or reset the 5 days that is 
stated for approval?

Please don't say "use wordpress", because that is not an option with the 
current client.
