Must Blogger.com API be "ON" to work?

Hello,

I am trying to create a post with the Blogger API but I get an "authError" 
when trying to create a new post.

I have a fundamental question:
For the "Blogger API v3 
<https://console.developers.google.com/project/fluent-plate-849/apiui/apiview/blogger/overview>" 
to work and create a post. Must the API be "ON" where all Google APIs are 
on this page?
https://console.developers.google.com/project/fluent-plate-849/apiui/api

I have clicked "ON" and filled in form of what I will do with the API and 
it will take up to 5 business days
for it to turn "ON".

Is all this true?
