1] <b:includable id='aNameHere'>Some Code</b:includable>    to call   
<b:include name='aNameHere'/>  this will output "Some Code"  <<== only 
within the widget the includable tag has been set

2] perhaps you mean instanceId  <div class='data:widget.instanceId + 
"someOtherString"'></div>

3] I don't know a way to do it, but if you want to custom CSS at your 
Blogger Template Layout you must put your CSS in <b:template-skin> tag
