Blog has been removed

My blog LBIMonarchs&MIlkweed (url monarch.blogspot.com) was removed about 3 weeks ago. I can access an old blog (Richard and Judith's Butterfly Garden) but not the one I need. I have a blank page except for saying it's been removed. I tried to add a new blog with the same URL but no luck. There is no appeal link, simply a blank page saying the blog has been removed. I been using that blog for three years to aid in the Monarch Butterfly population recovery. Can anyone help me?
