blog_user_info.photosAlbumKey returns 0 until at least one post is created

This is a kind of edge case but could affect folks who are encouraged to 
create a Blogger blog by a 3rd party app, such as my Mac editor MarsEdit.

If a user has created a new blog yet never posted to it, attempts to fetch 
the blog's corresponding Google Photos album will fail, because the 
blog_user_info.photosAlbumKey returns 0 as the album key.

Simply publishing a single post, whether it has a photo or not, creates an 
album and subsequent responses give a non-zero value for the photoAlbumsKey.

It would be nice if Blogger created the photo album before any post is 
published, so that a 3rd party API client can also make use of the image 
uploading mechanism in the very first post that is published to the site.
