Different header text on static pages than on index?

So I added a "LATEST NEWS:" heading above my post feed on my blog's index
page (by editing the template HTML)...
<https://lh3.googleusercontent.com/-YyCKIvM8Nk4/WPmcJGwYB2I/AAAAAAACagg/nljseNCzPwE2bJ1CO8XC379NFz815dKVgCLcB/s1600/feed.png>
but "LATEST NEWS" is also now appearing in the same spot on all my static
pages as well:

How can I get that text ("LATEST NEWS") to appear only on my blog's
home/index page (above where my posts are) and NOT on any of my static
pages?
Thanks in advance.
BTW, here are the URLs of the two screenshots above:
