dashboard features missing

It seems that not everyone has the same dashboard.  All the dashboards that 
are in help links for my problem are different from mine. I have been able 
to gather information that one is only able to change the number of posts 
on the home page. Okay, but my dashboard does not seem to have the feature 
to do that even. I would like to limit the number of posts at least on the 
home page. In fact, I would like to have only one post per page period. Is 
that really not possible to have just one post  per page and then a back 
and forward arrow at the bottom of the post? In any case, I see no feature 
on my dashboard for changing the number of pages, even on the home page. 
How come?
