I am unable to save changes to Theme HTML code

I made a small change to my template html and clicked Save theme without 
receiving any error message. However, my changes were not saved.
I am trying to add a reply button to comments on my blog. This is the 
coding I am trying to add (obviously I changed the blogger id to my own):
