Suggested change in Configuration.java

I have run into the following stack:

Reason was that the <config> tag was outside a <webtest>. Stupid of me, but nonetheless cost me an hour to see.

I would like to suggest to check in computeSubFolder that fContext.getWebtest() has a value. If not, raise an exception that the config must be defined within a webtest.
