C+S: Site Browsing and Searching

Hello Everyone,

I am in the process of re-designing the UI for an informational website. The
current website allows the public to search for government employee
information (telephone numbers, email addresses, department, etc). The user
can also browse the government organizational structure. Both these
functions are provided on the same page but yield different results in
different formats. 

I believe this to be poor UI design based on research I had done a couple of
years ago. Though the two functions are related, they are definitely unique
and should be treated as such. Others, however, likes the current design so
I was hoping to find some information that would prove or disprove my
opinion. I have read some about facetted search/browse which mixes these
tasks, but it seems the effort required to implement it is beyond what our
organization can afford. We are working under very restrictive time
constrains.

Anyway, I have been searching (forums, google, and yahoo) but with little
success. Any help and/or direction would be greatly appreciated.
