It's hard to comment w/o seeing a screenshot but, actually,
what your client says makes sense to me.
"more" in this context, means "more of the above". If you
put it above the associated content, it'll mean "more of
what I'm about to show you and so you probably won't be
able to decide if you want to use this 'more' link until you
get to the end"
If people scan pages top-down, I think they do need to
evaluate the summaries before they're in a position to
decide if they want more of it.
If you put the 'more' link above, they won't know what it's
'more 'of and might forget it's there by the time they
get to the bottom.
