At the outset, we devised a set of goal-oriented metrics (such as does a site provide adequate navigational feedback, is content well-structured for online reading and so on) and one 'expert' (me) has done all of the evaluations. I am afraid that I cannot be more specific about the metrics themselves, but we have certainly found this a useful approach.
