It depends how you define taxonomy tools and CMSes. There is full spectrum/continuum of capabilities from tools simply for creating a taxonomy or thesaurus for exporting (such as XML) and to be imported into CMS system, to tools that include taxonomy creation with document indexing/tagging capabilities (manual and/or autocategorization), to those that also include enterprise search. I'm currently writing an article reviewing three tools at the taxonomy-creation-only end of the spectrum to appear in the April issue of EContent magazine (Information Today). Having the tools alone, does not guarantee a good taxonomy, just as having web design tools does not necessarily result in a well-designed site. Skills are also needed. That is why people, such as Dan, often turn to taxonomy vendors/consultants.
