I agree with you in general. However, I assumed the inquiry was based on
the assumption that the non-programmer had the aptitude to do high level
programming. I do not think we are expecting this type of high level
programmers to open Visual Studio or Eclipse and be able to develop
applications. In my experience, I have come across people (maybe a few)
who could successfully do that if they had the right tools. So, I would
say power to them and ask why not.

Maybe I missed something, but it sounds like maybe what you are looking
for is more of a rapid prototyping capability (Axure, iRise, Intuitect,
etc) or some form of pattern library. Do you really intend to develop a
serious application without real developers? I wouldn't want to go down
that road. We are still recovering from having so many application
interfaces developed without real interaction designers; wouldn't this
be a similar situation? Remember, the devil is in the [gory programming]
details.
