Capitalization of dialog titles: Headline Style or Initial capital only?

Microsoft Windows guidelines have changed to sentence style
capitalization for everything except window titles. See:

Scroll down to "Capitalization".

 

Windows Vista does not follow this new UI guideline. Office 2007 does.
The guideline includes an exception "For legacy applications you may use
title-style capitalization for command buttons, menus, and column
headings if necessary to avoid mixing capitalization styles." So I guess
Windows Vista is considered a legacy application.
