Padding vs. functional space

Hello everybody,

 

My company makes a CMS that runs in a browser-based GUI. The GUI looks
very much like a desktop application.

 

Recently, a Web designer has been hired to freshen up this GUI (no major
changes), and has added empty space at the top of the screen.

 

The developers of the CMS are now complaining that screen space has been
lost and that there is less space to use.

 

Does anybody know of any hard data to support the idea that the user
benefits from a calmer, padded GUI over a denser one with more room for
controls and/or information?
