For low-fi wireframe prototypes, I really like Balsamiq mock-ups ( http://balsamiq.com/). Initially, the wireframes were quite static - didn't support much interactivity. But recently they've added more support for basic interaction. We've been able to use Balsamiq for getting usability feedback of design ideas. Looking forward, too, to Napkee (http://www.napkee.com/).
