Mobile web - how to work on different platforms

Hi All We have a requirement to make a web application to be mobile web enabled. The application should work on all mobile devices such as NTT Doccomo[cHTML], Softbank[XHTML] and AU[FHTML] basically for Japan region. Does any body have reference to the standards/materials/Simulators which help us solve the problem. Thanks in advance.
