this is an FAQ.
there is a variable called HtmlExtension that you can define to be html

HtmlExtension: html

the .shtml in apache and other servers makes it #include headers and
footers, if available. this is for server only. not when viewing
the files in a cdrom or directly from disk.

looking at the code, it would seem that it is "html" by default.
if that is not the case, i think it should, because it is definitely
something that works for the most people.

html would be best!
if you know of other method that is better and in the end
it generates html for people to browse in the web page,
that would be best.
