good point.

is the charset specified in the header of the html?
(not in the header of the page)
we need a mapping from language -> charset so that cthumb
can put it automatically.

if you have an example for russian, or other languages,
i'd appreciate if you can send the it.
basically, i would like to know the "theory" behind this
before implementing a quick solution for one language.
