Release candidate 1: curl 8.18.0-rc1 and FEATURE FREEZE

Hello,

This is the first release candidate for the coming curl 8.18.0. Uploaded and 
available for testing on https://curl.se/rc/.

Please take this one for a spin and verify that everything seems to work as 
they should. All the new features for the pending release have been merged and 
should work as documented.

The pending release notes for the coming release is always found here: 
https://curl.se/dev/release-notes.html

Do not use release candidates in production. They are work in progress. Use 
them for testing and verification only. Use actual releases in production.

This rc1 release is tagged as rc-8_18_0-1.

This release candiate also marks the end of the feature window and the start 
of the feature freeze period for the coming release. We will not merge any new 
features/changes until the release, only bugfixes.
