--time-cond <time> format?

man curl tells me:
The date expression can be all sorts of date strings

That's pretty vague. Does it accept ISO 8601, which
would be my first guess? It seems not to, but I may
have mistyped it. Rather than (or in addition to)
"all sorts" I'd welcome a single specific format
which is guaranteed to work. A strftine() format
string would be helpful.

Can I suppress a download by supplying a date in the
future, or will curl regard that as invalid?
