Feature freeze and 8.22.0-rc1

Hi friends! Today we close the feature window for this cycle and to celebrate this, we also just made the 8.22.0-rc1 tarball available on https://curl.se/rc/ as usual. That means release candidate one. We now work on fixing bugs only until the pending release, schedule for September 2. Do not use release candidates in production. They are work in progress. Use them for testing and verification only. Use actual releases in production.
