Yes. This is exactly what I was thinking, but doing something like requires =x11-libs/fltk-1.3* if Gentoo's EBuild versioning system allows it. (I'm guessing FLTK-1.3 updates will progress something like 1.3.0, 1.3.1, 1.3.2, ... until FLTK-1.3 and FLTK-2.0 are combined into FLTK-3.0.)
