Thanks to whomever opened the bug.

Opening the bug seems like half the battle to creating the updated ebuild,
in my case, I already had the ebuild on my system.  (Likely just a copy of
an older Dillo ebuild.)

Here's a Gentoo EBuild for Dillo-3.0 for testing:

Instructions on masking fltk-2 until Gentoo Developers slot the fltk ebuild
versions correctly are posted.

Notes are also posted concerning fltk version numbers.
