I'm using 

  Window manager:   fvwm 2.5.30
  Operating system: Debian squeeze with Linux 2.6.32-5-amd64
  FLTK version:     1.3.0
  Compiler:         gcc (Debian 4.4.5-8) 4.4.5

I'm also using the default geometry of the Dillo window (I did not
touch the geometry line in dillorc) and panel size tiny.

What I also noticed: If I open the site and change the window width
(increase or decrease it) the issue disappears, i.e. I can't scroll
anymore with the <left> and <right> buttons.
