BINGO!

cd .dillo
grep -v "=" dillorc | grep -v "^#" > z.txt

.dillo/z.txt contains a bunch of blank lines, plus the line...

* HSTS directives are not saved between browser sessions.

  Changing that line to start with "#" instead of "*" gets rid of the
error.
