I'm reluctant to do any work on timing aspects of promises until
https://www.w3.org/Bugs/Public/show_bug.cgi?id=22296 is resolved as
that will require revisiting the entire model.

I'm also still awaiting input from es-discuss
http://esdiscuss.org/topic/promises-consensus-with-a-terminology with
regards to how we want the guts of promises to work. Getting answers
there seems rather hard :/ I'll keep trying though for now.
