I opened a bug (https://www.w3.org/Bugs/Public/show_bug.cgi?id=23240) to
update DOM3 spec and linked back to it from the current ED (
https://dvcs.w3.org/hg/dom3events/raw-file/tip/html/DOM3-Events.html).

I'll bring this up during our next DOM3 teleconf.  Thanks for letting us
know about the problem.
