Per discussion on mailing list:

Rename D3E -> UI Events

For current UIEvents, either:
(1) publish Note with current UIEvents content
(2) Fold current UIEvent content into D3E before rename

If we change the URL, we need to make sure to have a redirect link from the
current D3E named URL to the new one.
