[URL], [ENCODING], [WebIDL] point to wrong specs

[HTML5] should not be there

There is both [SELECTORS-4] and [SELECTORS4], neither of which point 
to the correct URL http://dev.w3.org/csswg/selectors-4/

There is both [UIEVENTS] and [UI-EVENTS]
