DOM 3 Validation: allowedNext/PrevSiblings for CharacterData

ElementEditVAL:allowedNextSiblings and 
ElementEditVAL:allowedPreviousSiblings would also be appropriate and 
useful for character data.  Could they be moved to NodeEditVAL so that 
they apply to both.
