   Should the index_size_err exception tests(HTMLTableElement,
   HTMLTableRowElement and HTMLTableSectionElement)
   be added to the level 1 html test suite?

   The exceptions weren't included in the original DOM Level1
   specification.  However, they are in DOM Level 1 (Second Edition).
