You can position it, determine whatever is inside it, determine how it
looks, it is a true menu in that it can extend beyond the page, like a
real (popup) menu, it will hide if you click somewhere outside, it will
hide if you click outside the document, it will hide if the window loses
focus...

So what's not relevant about this?
