Some minor points that should be, well, pointed out:

The hours mentioned are comprehensive. That is, yeah you can wump out a
splash page in 5 minutes, but you'll be changing it 3 times and altering its
keywords and adding some javascript and a browser sniffer to it. So it will,
guaranteed, work out to be 3 hours of time over the life of the project.

As you become good and well known for your work and you have a robust
portfolio to show you can reverse the notion that you will waffle a bit on
your hourly. For now you will do the site's 15 pages and the simple
registration database at $45/hr for a total of $5,600. Soon however you can
kick back to clients who want YOU to work on their projects by saying - my
rate is $85/hr, If you only have $5,600 to spend I'll tell what we can do.
We can cut back the number of pages to 10 and forgo the registration db.
What do you say?

My last point is a hard one to learn. Once you have a price with a customer,
and I mean your hourly, you're stuck. So strive to get that as high as
possible when you first make contact. Once you bill at $45/hr for client y
that will be it. Raising you price for later projects may be possible - but
more often than not this will trigger them to find competitive bids rather
than just calling you up saying "we have more work for you..."
