The reason why he's drag and drop does not work on the iframe is because the
iframe is a separate window/document so he's event's will not fire there.
Best thing is to  cover the iframe with an "invisible div". I would
recommend a div with repeated transparent background image.

In case of regular frames I'm not sure if you can achieve such effect.
