Upgrade/Install Problem

When trying to do my upgrade to 1.0, any time I try to call my custom pages,
built on the blank.php page, I am getting:

Fatal error: Call to undefined function: themeheader() in
d:\web\public_html\hosting\header.php on line 178

Line 954 calls $thistheme/theme.php

My test server is Windows 2K with Apache. My live server is Linux/Apache, if
that makes any difference.

I have tried both a clean install (Clean DB) and an upgrade from .714
PN/Encompass that I downloaded from Envolution previously.

Can anyone give me a hand with this? I'm stuck.
