Encompass Changes

Updating everyone, I have made [most of] the neccessary changes to the
Encompass Engine to easily allow the use and configuration of multiple
Skins. I still am working on the Admin configuration end of it, should
finish it late tonight/early tomorrow AM. Also, the Encompass/addons
directory is now located in the actual Theme folder instead of the Module
folder.

These changes to fully support Skin specific layouts and blocks/block
placement.
