He is on a M$ platform and I have zero experience with M$ platforms
running PHP and the like.

Can anybody help out. It sounds like he has three issues going on here.
1) Deleted and overwrote several files
2) Center block not displaying blocks located outside /includes/blocks/
3) Frontpage not displaying blocks located outside /includes/blocks/
