Config variables in themes?

Ok piterpanV2 is doine accept for a few variables. Any help here I'm trying to 
pull some site varaibles for use with some of the flash used in piterpan.

this is what I have now:
$slogan = pnConfigGetVar('slogan');
$sitename = pnConfigGetVar('sitename');
$startpage = pnConfigGetVar('startpage');


I have tried these in both theme.php and funcs.php and in nether place will it 
pull the variables.

In my template it looks like this
<PARAM NAME=movie 
VALUE="[-$IMAGEPATH-]/title.swf?Text=[-$SITENAME-]&slogan=[-$SLOGAN-]">

Ok is there another way to get this info into my template?
I also tried [-$PRE.sitename-] and [-$INFO.sitename-] I'm kind of out of ideas 
here.

This is the last part to get it working all other bugs have been worked out.
