Cannot deactivate "inner" block in RC5

Ok, I tried to disable the reminder block and it wouldn't do it at all.
I even moved it to a left block and still no luck. My setup is php 4.0.5
CGI and apache 1.3.14 on Win 98. I'm still trying to get familiar with
the source, so I'm not even sure where to look to fix this.... :-(
