A need I have...

This sorta goes with the previous post regarding
IncludePage. I need/want to be able to click a link
and open a new page. On this new page I want to (a) be
able to control what blocks are displayed when the
page is rendered (b) control the template the page
uses. 

What I want is the ability to create an entirely new
page that uses the backend engine, permissions,
templating, etc, but allows me control over what I
display. I want the blocks to be dynamic based on a
page and I can't figure out how you'd do this with the
current versions.

Any ideas ?
