Deactivating the blocks in the blocks admin tool deactivates and removes
them from the left and right blocks. To deactivate them from the
topcenter, botcenter, and inside block locations enter the addons dir in
the skin you wish to do this from and edit the array's in the
TopCenter.php/BotCenter.php/and the InnerBlock.php file.

Doing it this way allows the blocks to be inactive in the normal right
and left blocks yet still be active in the top/bot/innerblock locations.
