There does seem to be an upgrade script error for sites already running
Encompass

Using phpMyAdmin (or simliar), go and check the theme_config and theme_zones
tables. Make sure your skin (or all of them) have their own entry. Zones and
configs are assigned per skin now to allow greater diversity between layouts.

We are working on the upgraded installer, will have finished shortly.
