I think we're all in agreement.  It is a case of who overrides who.  And
I would think this a logical approach:  Module developers provide the
default template for how the UI and content layout should look.  That
template inherits its look and feel properties (colors, fonts, style,
etc.) from the theme/skin.  And of course, if users want to override any
of this, they can do this by modifying the default template.  Actually,
now that I think about it, screw modifying default templates.  Which
template to use should be a parameter that's passed to the module or
theme engine, or whatever processes templates.  That would make it
possible to change templates on the fly.  If nothing's passed, then it
uses the default template.
