Nope cant do that. Ns-settings has to be fixed properly. We've added the theme 
installer for a reason and if you like me have themes and you try to select 
one without it being installed first you will not like the results. I know 
fro first hand experiance. Things get messy if your theme data is not in the 
database and you try to select it. Fortunatly fix.php will fix you right up 
if this happens. 

You should not be able to select a theme if it is not installed. Well with the 
exception of the older postnuke themes. They will not mess anything up.
